Hidden Events not Hidden

Description
Hidden events can still be navigated to by using the direct link. Middleware should be added to only allow viewing events if the proper permissions are set or viewing is enabled.

Acceptance Criteria

• Hidden events should not be able to be navigated to by non-events staff
