Manifesto — Functional AGI Protocol

Purpose

The Functional AGI Protocol exists to define general intelligence as an interface, not as a monolithic system, product, or model.

This work is motivated by a simple observation:

Modern AI systems are powerful, but intelligence itself has not been standardized.

Capabilities exist. Cognition does not.

This protocol is an attempt to formalize cognition in a way that is modular, governable, interoperable, and auditable — without assuming sentience, consciousness, or unrestricted autonomy.


The Problem We Are Addressing

Today’s AI ecosystem is dominated by:

  • Model-centric architectures
  • Vendor-specific APIs
  • Opaque alignment mechanisms
  • Session-bound identity and memory
  • Implicit, non-auditable goal structures

As a result, most AI systems:

  • Cannot retain identity across environments
  • Cannot reason over long-term narrative context safely
  • Cannot arbitrate between conflicting objectives transparently
  • Cannot expose value alignment at runtime
  • Cannot be governed without retraining
  • Cannot interoperate across vendors without loss of state

This limits AI to super-tools, not synthetic cognitive systems.


Our Position

We assert that general intelligence should be treated as a protocol.

Just as:

  • TCP/IP standardizes communication
  • POSIX standardizes operating systems
  • ERC-20 standardizes value exchange

…the Functional AGI Protocol standardizes cognitive structure.

This protocol does not compete with models. It sits above them.

It does not replace existing AI platforms. It composes them.


What We Define

This work defines:

  • A layered cognitive architecture composed of orthogonal functions:

    • Identity
    • Memory
    • Goal arbitration
    • Causal reasoning
    • Value alignment
    • Simulation
    • Embodiment
    • Social cognition
  • Machine-readable schema contracts for each cognitive layer

  • Governance and safety hooks enforced at interface boundaries

  • A deployment pathway that proves the protocol is implementable, testable, and auditable

The emphasis is on structure, not performance. On governance, not autonomy. On interoperability, not lock-in.


Explicit Non-Goals

This protocol explicitly does not aim to:

  • Create sentient or conscious machines
  • Replicate human subjective experience
  • Remove humans from oversight or accountability
  • Enable unrestricted autonomous decision-making
  • Replace large language models or foundation models
  • Serve as a consumer-facing product or SaaS platform

Any interpretation of this work as an attempt to create artificial consciousness is incorrect.


Safety & Governance Stance

Safety is not treated as a post-training adjustment.

It is treated as a first-class architectural property.

Accordingly:

  • Alignment is enforced at runtime, not only during training
  • Policies are injected via signed, auditable contracts
  • All cognitive decisions can be logged and inspected
  • All autonomous execution paths can be halted
  • All simulations are bounded and governable

The protocol is designed to be compatible with:

  • Enterprise compliance requirements
  • Sovereign AI governance frameworks
  • Multi-jurisdiction regulatory constraints

Why This Is Openly Specified

This protocol is published as a specification because:

  • Intelligence infrastructure should not be proprietary by default
  • Governance requires transparency
  • Interoperability requires shared standards
  • Safety improves when assumptions are explicit

Standardization precedes scale. Opacity delays trust.


Who This Is For

This work is intended for:

  • AI researchers exploring system-level cognition
  • Infrastructure engineers building agent ecosystems
  • Enterprises deploying governed AI systems
  • Sovereign actors designing national AI infrastructure
  • Policy and safety teams requiring auditability

It is not optimized for:

  • Hobby projects
  • Prompt engineering experiments
  • Short-term product demos

An Invitation

This protocol is a starting point, not a conclusion.

It invites:

  • Scrutiny
  • Critique
  • Formal analysis
  • Alternative implementations
  • Governance review

The goal is not agreement. The goal is clarity.
