FableLayer does not transplant model capability. It applies only the procedures whose
transferability was empirically observed (verification grounding, completion/evidence
gating, systematic investigation, early-stop prevention, structured output). Performance
claims are backed exclusively by the reproducible benchmark in bench/ with stated limits.
