Footer style issue

1. Update to the latest wordpress 6.9 version
2. Activate 'Visual Composer' theme or any other non-block theme.
3. Create a footer and header.
4. On a footer, add a 'Call to action' element.
5. Set the footer and header 'Site Wide'
6. Create a new page.
   Observe issue on all new pages footer doesn't have a style (you can see it cos 'Call to action element doesn't have backgroung color)

Expected behaviour

Footer style should apply

Here is a workaround for it.
Add this code to functions.php theme file

        $path = VCV_PLUGIN_ASSETS_DIR_PATH . $bundleUrl;
        $fileContent = '';
        $fileHelper = vchelper('File');
        if ($fileHelper->exists($path)) {
            $fileContent = $fileHelper->getContents($path);
        }

        wp_enqueue_style(
			'vcv:assets:front:style:' . 10361,
			get_stylesheet_uri()
		);



        $foo = wp_add_inline_style(
            'vcv:assets:front:style:' . 10361,
            $fileContent
        );
    }
}, 20);

Replace 10361 with id of your footer.
