emphasize need to wait for human interaction #17

In the steps where people need to wait for human review, I've seen two people get tripped up by not reading the directions carefully enough. For instance here. I think that we should add some boldface to the effect of Do not go forward until your reviewer has merged your PR!.
Happy to implement this, just wanted to open a discussion first.
