docker-compose build error in observatory/Dockerfile Step 11

When running docker-compose build (after the > fixes described #14 and generating a certificate with observatory/certs/create_self_signed_cert.sh building fails in Step 11 with the following error message:

As observatory/ctobservatory/config.py (I guess this is the missing file) may contain secret keys and passphrases including it in the .gitignore was probably a good idea but:

The Getting Started section in README.md should include a note that this file needs to be created prior to running docker-compose build. observatory/ctobservatory/config.py.template.py should include information what the different fields mean and how they should be filled.
