Huzinaga Embed isn't converging

Huzinaga embed is not converging, guessing I introduced some problem that wasn't caught by tests.

Mu still seems to work well enough, so the issue is in `NbedDriver._hizinaga_embed` or `scf/huzinaga_scf`.

This needs to be corrected before we can go ahead with other work.
