Various species have hair/facial hair slots which do not work

Description

The species listed below (from my testing) have access to hair or facial hair slots and the ability to set these, but they don't show up

1. IPC (no facial hair)
2. Hydrakin (no hair, no facial hair)
3. Moth Person (no facial hair)
4. Protogen (no facial hair)

Reproduction

1. Go through the species listed (or more, but I already checked them all)
2. The ones I listed have problems with their hair accessibility in some way

Hydrakin and moffs shouldn't be able to have them, neither protogens and IPCs

Hydrakin shouldn't have a hair/facial hair because their own fur is a thick insulating layer that protects them.
