Add parameter to enable/disable toolbar in `QCILViewerWidget`

With #458 a new toolbar to configure the 3D volume render and slice display is introduced.

By default the toolbar is added to the QCILViewerWidget if the viewer which is wrapped is an instance of viewer3D aka CILViewer.

We should add an option to enable/disable the toolbar.
