Delay updates when target is in a known and untargetable condition

Target updates should be delayed if we know they most likely wont be available for targeting because of a particular condition:

• Hospital timeout (timer available)
• Jail timeout (timer available)
• Traveling timeout: Should be 10 minutes if headed in, or an hour if headed out or already overseas.
