Facilitator Role

As a board owner, I want to delegate board management to a facilitator, so this person can manipulate the board in any way I can, including full access to the command deck, so I can run the meeting and they can control the board, and also so that I can make boards for breakout sessions and give facilitators the ability to manipulate the board.

Acceptance Criteria:

1. A button on the command deck to grant permissions when clicked should open a permissions modal
2. There should be a toggle to make every user able to see and interact with the command deck
3. There should be a user lookup field so we can add facilitator permissions on a per-board basis.
4. There should be a close button so when we are done, we can close the window
5. Open question: Should we include user permissions in the board duplication logic or make it optional?
