get terraform-azurerm-storage-account updated

There are some updates that would be helpful for aaw-dev-cc-00 that need to be made in
terraform-azurerm-storage-account updated

Either add a variable for cross_tenant_replication_enabled since it's trying to swap the existing values,

or update it to asurerm 4.x, where the default value is false again

Current terraform plan for multiple modules

cross_tenant_replication_enabled  = false -> true
