Fix aaw-dev-cc-00 azurerm_storage_container application_bucket

When upgrading aaw-dev-cc-00, the following error was found:

A number of solutions were tried, but eventually the azurerm version was upgraded using a targeted build.

Failed solutions

• Add data reader permission (Storage Blob Data Reader) See: https://jirab.statcan.ca/browse/CLOUD-25931
• Access keys are fine, and they can't expire
• referencing the Storage Account using a data structure
• specifying an identity block
• No ability to exclude from build, only target ever other resource

Possible options

• Networking/Firewall error
• Remove list storage account keys permission (part of ResourceGroupPipeline Role)
• Possible setting in the container Access Policy, I can't read that.
