Acceptance criteria

• brief.md is readable as a standalone business brief.
• claim_ledger.json is populated and supports material claims.
• quality_gate_report.json has realistic pass/warn/block records.
• event_log.jsonl shows meaningful stage/decision events.
• source_appendix.md is reader-facing and safe.
• README links this under “See a finished run”.
• The reference run contains only public-safe material.

Claims allowed after this ships

Allowed: recorded completed run, source traceability, audit artifacts, readable brief.

Not allowed: quality improvement vs. baseline, time savings, autonomous learning, production guarantee.

Triage after v0.8.2: keep open.

The repo now has a public-safe integration summary (docs/reference-runs/v0.7.2-public-solar-integration.md), but this issue asks for a completed public-safe workspace bundle under examples/reference_runs/solar_policy_tracker/ with concrete runtime/intermediate/delivery artifacts. That acceptance criterion is not met.

Suggested placement: use this as either a v0.8.5 public-safe 080 pilot/reference fixture if it can share frozen fact-layer artifacts safely, or defer to v0.9 distribution/reference workflows if the goal is a user-facing finished-run demo.
