Description
Players should be able to join a pirate faction or empire, with dedicated pirate missions and a pirate gameplay path. Currently piracy is an emergent behavior but there's no formal faction or mission structure supporting it.

Proposed Features
- Joinable pirate faction/empire — either a 6th empire or a special cross-empire faction
- Pirate missions — raid convoys, blockade systems, steal cargo, bounty hunting
- Pirate reputation — standing with the pirate faction, separate from empire rep
- Consequences — joining pirates tanks your standing with lawful empires, increases police hostility
- Pirate bases — hidden stations in lawless space for pirate players
- Pirate-specific ships or modules — rewards for the pirate path
This supports the game design goal of piracy as a viable player path alongside explorer, miner/trader, and faction leader.
