Adding the possibility to activate and deactivate constraints at will

It would be nice to have a boolean flag for constraints (particularly for contact constraints in MultibodyConstraintFwdDynamics objects). The goal would be to mimic the cost weight in CostStack, allowing to disable costs for a given stage model.
