Update to support newer python version

Hi,
I was wondering if there would be an update so that Domino could support a newer Python version (i.e. >3.10), especially as Python 3.8 is now at end of life? I can't currently pip install domino as the older numpy versions etc. are clashing with other packages that need newer versions.
