Description
After a few days of the soft release, we will alert users via email that we have re-opened and updated the site. Before this, we want #327

These aren't blockers, but ideally we will have these new features before sending out the email
- Better redirects after auth #316
- Combine contacts emails so to minimize emails to people #359
- Better test coverage for the above
- Daily rake task to delete outdated visit records
