Change "Badge Counts for DMs Only" to "Badge Counts for Important Messages Only"

Describe the problem

Currently, the "Badge Counts for DMs Only" setting is a little too specific.

As well as this, the brown "unread" badge in the favicon still shows for non-important messages, which doesn't happen in Cinny.

This isn't ideal for those in lots of public rooms, who would like to get notified only for important messages.

Describe the solution you'd like

Mostly described above, rename that specific setting and change that functionality

In Cinny, in the Notification Settings, unread badges will always show when there is an unread message when the settings are set like this:

And unread badges correlate to if there is a badge in the favicon
