[Bug] Missing VCRedist 15 for SDL3

Prerequisites

• I am confident that my issue has not been reported already in open OR closed issues.
• I am able to reliably reproduce the issue on the latest stable or canary version.
• I am not using an unofficial build (Flatpak, Emudeck, etc.).
• I am a silly goose and didn't read these boxes.
• I am a silly goose and DID read these boxes.

Description of the issue

What if I did read the boxes, but isn't a goose?

Don't know if related, but I launch the emulator in portable mode.

The emulator will crash at launch, not even with the GUI shown yet, only the console.
I had tried launching from 2 file paths shown below,

• Desktop/publish/Ryujinx.exe
• C:/(Folder)/publish/Ryujinx.exe

Attempt to backtrace to which commit introduced this found that Canary 1.3.205 doesn't have this issue, so it likely started with Canary 1.3.207, which brings us to the possible culprit, MR 207 which introduced SDL3.

Reproduction steps

• Download latest Canary
• Extract publish folder to the mentioned directories above
• Open publish folder, create portable folder
• Launch emulator

you're right, we should be offering a way to confirm you've read the requirements that does not assume you're a goose. ill be fixing that

Open publish folder, create portable folder

does it do this if you don't use the portable install option? im looking at the packaged binary release for canary, the DLL is right there, so it complaining about this is kind of silly unless it doesn't have access to that directory.

Tested with both 1.3.205 and 1.3.207, in both directories and also ensured the created Ryujinx folder in ../AppData/Roaming were cleared in every test, 1.3.207 still crashes, while 1.3.205 launched fine.

It's the same even if the Ryujinx folder in ../AppData/Roaming was kept.

Holy shit.
Because my Windows 10 was freshly installed, I did randomly thought after posting the issue, whether it could be because I was lacking the vcredist thingy? But, my non-programmer mind read it is named Visual C++ Redistributable, so didn't attempt to try to install it, as I remember it's a C# project.

Fast forward to today, I saw the term .NET in vcredist information, which is part of the self compiling instruction, and then I thought, I'm gonna install it down the line one day eventually anyways, so why not try it out right now. And voila, it launched right after Visual C++ 2015-2022 Redistributable is installed. I also did thought, given the MR was 5 months ago, surely someone would have caught it before me..

I don't know if you want me to close this issue, as it certainly didn't happen before the SDL3 migration, so maybe should count as a bug? That I'll leave the decision to you. Though, if you do decide to not count it as a bug, I would suggest adding & linking to vcredist installation as a requirement in the Setup & Configuration wiki.
