Document the base branch for PRs

We need to describe somewhere that the base branch for any change/fix is the develop branch and hotifxes goes first to develop branch and when the release is cut it then goes to master branch.

@rodrigok I thought this was described somewhere but I couldn't find it.. do you know if it is indeed written somewhere?
