Application resets on Daemon Restart (custom provider added)

Description

I had the same Bug 3 Times before i decided to stop trying. I found the following Problem:
If you add a custom Provider and try to use it as the primary Model you run in to some Problems, one is that the agents sometimes stop working, the 2nd is that when you restart the daemon, it sometimes resets the whole config, which is pretty annoying.

Expected Behavior

Add Custom Provider which wont be deleted when restarting the Daemon or wont reset the config.

Steps to Reproduce

1. Add custom Provider
2. Set Custom Provider as Default in config.toml
3. openfang stop
4. openfang start (restart after stop)
5. All hands loose the custom Provider and the Client wont work anymore, the hands just quit the service

Fixed. Agent manifest changes from dashboard are now written to disk. Custom providers survive restart.
