Notification system for new image version

It would be very useful for keeping images up to date to have a system in Dockman that notifies you when a new version of the image is available, either directly in the Dockman interface or through integration with a third-party notification service like [Gotify](https://github.com/gotify/server) or [ntfy](https://github.com/binwiederhier/ntfy)
