[Enhancement]: Add region and birth date changing to account settings on web #404

- I have checked the repository for duplicate issues.
What enhancement would you like to see?
Like how we can edit our Mii on the website, we should be able to edit our birth date and region.
Currently, the only way to edit it is on a modded Wii U. Does not work on unmodded Wii U, or 3DS in any way. Also, creating account on web does not show the settings at all either, defaulting everything to Jan. 1, 1990 and Florida for accounts made on web.
