One user from my community throwed this point. Although there is little point in adding this conditional judgement, there is no harm in adding it.

Hi! AccountEligibility only checks the specific rules for each election, it doesn't add any extra conditions like that. It could show a banner if the user is locked though, so the lock is apparent even if it doesn't change the result.
