Fingerprint fail on generating TMD

It looks like the tmd_file_fingerprint.json needs to be updated. Errors are being thrown when generating the TMD with TC >=6.6.1. I don't fully understand the other FAILED or else I would make the change to tmd_file_fingerprint.json:

Mark, Thank you for using the TMD repository and we appreciate the feedback you provided in issue #522.

The experience you reported in issue #522 prompted me to revise the testing logic in PR #523 so that the national (tmd file) fingerprint test is not optional but rather is mandatory.

However, I have not been able to replicate the test results you describe in issue #522. I'm using taxcalc 6.6.2 on a Mac and all the tests (now including the fingerprint test) pass. I've put the make data results I get below. Please let us know exactly how your test results differ.

@martinholmer - thank you for the help on this. Below is the output from the latest regeneration. While looking at this, I tracked down that some issues were caused by not gzipping the CEX23 and SIPP24 input files, which was causing some imputations to be zero (makes sense!). That was solely a me problem.

But I am still getting the four failures from before. Using Tax-Calc 6.6.2 on Windows 11, Python 3.12.13. This same error is occurring on my other Windows machine and a co-authors, so I don't think its a "me" issue, but please let me know if this does look like user error. I think the main issues is the one in bold and has to do with Windows vs Mac, but I am getting WAY out of my comfort zone so I called in backup and its suggestion is below as well.

Issue:

Root cause identified for test_tax_expenditures failure.

The issue is in tmd/utils/taxcalc_output.py. The path type checks use pathlib.PosixPath which only matches on Mac/Linux. On Windows the path is a WindowsPath, so it falls through to the else branch and passes the raw path object directly to taxcalc.Records instead of converting it to a GrowFactors instance first.

Source of add_taxcalc_outputs as it runs on Windows:

taxcalc.GrowFactors works correctly when the path is passed as a string. The problem is that taxcalc_output.py checks for PosixPath only, so the conversion never happens on Windows.

Suggested fix — change both PosixPath checks to pathlib.Path in taxcalc_output.py:

@mpkeightley, Thank you for your detailed bug report about the problems you are experiencing running the TMD code on Windows.

I'll have a pull request ready this morning that fixes the bug you identified above. That pull request will close this issue, so please open a new issue to report any other problems you encounter generating TMD data on Windows. If there are no other problems, I'd appreciate hearing about that.

The problem is that the privacy of the 2015 IRS PUF data means that we cannot run the test suite on GitHub, where we could use both Linux and Windows computers (as, for example, Tax-Calculator does). As a result the TMD code is tested locally on a Mac and on a Linux computer. I don't have access to a Windows computer, so you are the first person to run the TMD code on Windows.
