Factor out external from internal header declarations.

Today external and internal declarations are all in reliable_multicast.h.
These declarations need to be broken out into rmc_internal.h, only to be included by files in the reliable_multicast repo, and reliable_multicast.h with all declarations to be seen by programs using the library.
