Congestion control supported in WebRTC-Sample? #90

@U1X6WK @luoying1234 @hzhan80 Hi professionals, I am sorry to bother you, and I just wonder whether any congestion control algorithm (CCA) is supported in WebRTC-Sample?
I have checked throughout the procedure from VideoFramePacketizer::onFrame to Pipeline::write, but I didn't find any CCA called.
It is said that GoogCC is supported in WebRTC framework. Does the WebRTC framework adopted in our sample support GoogCC?
