Sort Keys of Metadata v21 to match Badges of OPR

Description of the issue

In order to automatize the badge system after the peer review and to mark the fiels in the OEMetadataBuilder and during the OPR we need to assign each key to a badge.

Ideas of solution

Creating a first draft and then discussing it. Also coming up with a system to maybe compensate for missing keys with keys from a higher badge.
