Skip empty fields while navigating the OPR

Description of the issue

When navigating with the review__box, empty fields are currently neither skipped, nor do they appeare, the navigation with the arrows is just stuck.

Steps to Reproduce

1. Use the review__box when doing an opr.

Ideas of solution

It would be better if it would jump to the next field that can be review, when the field is reviewed or the navigation arrows are used.
