Provide monthly support to active Sandbox projects - document process

We should write this up as well as a very simple process that is on our Discourse.

Perhaps should have:

• how it is presented - Discord for discussion and then Discourse where it includes budget amounts
• what requirements are needed on the side of the recipient
  • should they be a legal entity or is this recommended but not required?
  • any documentation requirements (i.e. receipts?) - maybe screenshots
