Description
Overview
The admin review queue and approval/rejection flow for concept proposals — allowing source admins to triage incoming proposals, edit before accepting, and notify proposers.

Scope
- Proposal queue in source admin view (filterable by status)
- Reviewer can: Approve as-is, Edit then approve (edit history tracked; proposer notified "Accepted with edits"), or Reject with reason
- Approved proposals create a new concept in the source
- Rejected proposals notify the proposer with the reviewer's reason

Notes
Must be compatible with the OCL Mapper "propose" tab behavior (Matching.jsx) which uses the same proposals backend.
