is24Hour not supported by arrow keys, unable to enter 2 digit values and pressing backspace destroys the time picker

Hi there. First of all thank you for this time picker. But the arrow keys aren't respecting the is24Hour setting very well and it's really hard to enter 2 digit values like a 19. Also it's possible to create a NaN:NaN scenario just by pressing backspace
