Function invention currently lives as a first-class API endpoint with full CLI + SDK + instance-subprocess plumbing. Move it to a plugin so the core CLI/server pair stops carrying the surface area.
The CLI + SDK-CLI side is being torn out ahead of this issue to clear the way; the API server impl stays put until the plugin replaces it.
