Multi-agent settings

For now, I have kind of hacked together some setting so that different agents can have different parameters by adding lists in the settings file. This is not scalable. I think it would be better to provide a list of settings files, one for each agent to the learning code.

I am not sure if this is a good idea any more. It would lead to a lot more duplicated settings in the settings files.

I am having second thought about the idea of having a sperate file for each agent. This is going to lead to a lot of files. It is more robust but I would have to think about it more.

Personally like having separate files just for usability and future use. Like what if one agent learns very well. What does that mean? Can we exchange it or reuse it in another setting. For example training a.diff position in a game. If we learn one position and.just use it during simulation for training another.

I get the motivation it just becomes a lot of manual work. There is a bad tradeoff between ease of use and flexbility here :/.
