Remove old method of forward translation that doesn't support E+ spaces

When Spaces were added to EnergyPlus we changed forward translation to make use of them, in stead of blending the loads into a single zone. The old method still exists as an option. We should consider removing that option and then removing unused code that supports it.

FWIW I've used --no-space-translation to get around issues in a model that I think were regarding different OS:Spaces in a thermal zone where some had daylighting controls. I don't think I documented the issue anywhere and maybe it has been fixed in EnergyPlus, but having the option was useful.
