bug: additional admin VPC was created from admin VNI change

Describe the bug.

We originally had an admin VPC with associating VNI 61270, which was the original VNI. We changed the admin VNI to 61259, and another admin VPC was created. We would've thought that would result in the replacement of the original VPC or an error being triggered.

#418 brought up a related issue with a suggestion to do upserts for the admin VPC definition, which could have been helpful for this situation.
