[feature:] use repository rulesets to enforce main naming conventions

Describe the situation that led to the request and a solution

Use repository "ruleset" to enforce a "main" naming convention (potentially?), if it would help people know how to name their branch (example here of rules with dev and main naming conventions: https://github.com/NOAA-FIMS/test-rulesets/settings/rules)

(this is necessary so that setup.qmd installs the correct version of FIMS)

@k-doering-NOAA I think that it would be great if these rulesets could be brought over from the test-rulesets repo to case-studies. I am wondering if we should set up a Code Club to do it though so that more people can understand how to make rules in their own repositories? Please add a 👍 to this comment if you would like to learn how to make rules. If we do not get any 👍 then you or I can bring these rules over.
