build artifacts for all tags

hello I am minikube maintainer, and I would like to know what is the reason that the latetest tag https://github.com/Mirantis/cri-dockerd/releases/tag/v0.4.1
does not have the binaries ?

we currently have to maintain a copy of the artifacts
kubernetes/minikube#21128

I don't think that either v0.4.0 or v0.4.1 are "real" releases, only the release/0.3 branch got real releases and is "latest".
