[ignition-module] Designer panel — MIRA sidebar for natural-language queries

Context

Part of the automation-tie-in epic. The user-facing piece: a panel inside Ignition Designer where technicians type questions and see MIRA's diagnostic response.

Task

In designer/, implement a DesignerHook that registers a sidebar panel with:

• Text input field for natural-language query
• Submit button → sends MiraQuery to gateway hook → MIRA backend
• Response display area showing DiagnosticResult.responseText and suggested actions
