Criteria for listing related mahjong projects in the wiki

We decided in #241 that the wiki should include introductions to other Mahjong-related libraries such as xiangting-py. However, there are many more Mahjong libraries and tools in the ecosystem, and we need to define clear criteria for what should be included.

This discussion aims to clarify:

• What types of Mahjong-related libraries or tools should be in scope
  (e.g., shanten calculators, simulators, AI frameworks, rule engines, scoring tools, etc.)
• Which programming languages should be included
  (Python only, or also Rust, Go, JavaScript, C++, etc.)
• Specific candidate libraries to list
  (collecting suggestions and evaluating them based on the criteria above)

The goal is to establish consistent and transparent inclusion criteria before expanding the Wiki page.

I don't have any preferences on this topic, for the start we can refer libs that we feel should be mentioned and in any language. With time maybe there will be external contributions to this page with more added lib. I don't think that we should try to list all possible libs ourselves.
