Can you add a flag for players cant enter in a area?

For example if i build a spawn vip i dont want players in that spawn,only vips,like in bukkit and please add messsages here i have a message you can add: You dont have permission for this area, and when a player try to enter to the spawn Vip o any area vip: You dont have permission to enter this area and if you can add a flag that block commands in a area,the message for block commands: /kit its not allowed on this area.
