CLI option to get the Blutils default blast format

This option allow users to perform a external blast run and run the consensus generation using Blutils.

The Blutils CLI does not allow users to view the default blast format to be executed (equivalent to the -outfmt command), despite such information is available in the configuration file after the Blutils execution. To resolve this issue, the developer people should turn available an CLI command to print such format into the terminal.
