tstools_sei_latency_inspector: 24-hour run yields report of very large latency value

with ltntstools 1.28.0, after a 24+ hour run, which included transitions between multiple SDI sources, a very large latency was reported by the inspector. restarting the inspector return to the expected latency report of ~2112ms.

The second value in the image above is the averaged value after the restart.
