[Expenses]: Introduction of Expenses tab (Feature Request)

A user shall be able to access and view expenses of the company. Import/create new expenses into IP. Such expenses can then be used to generate more reports.

Expected Behavior

A user shall be able to access and view expenses of the company

Current Behavior

Nothing, no such feature.

Possible Solution

Allow the user to create new expenses.

Detailed Description

A user shall be able to access and view expenses of the company. Create new expenses into IP. Those expenses can belong to a category. Such expenses then can be categorised based on a tag, such as: (Bills :[Electricity, Rent, Internet], Labour/Payroll Expenses, taxes, Purchases of products or materials (for stock taking) .), Such expenses can then be used to generate more reports. - I will issue a new feature request explaining more the reports. I assume inventory management is in the works for V.2?

The Expenses module exists in v2 and covers the core ask. Verified on develop:

Create new expenses	✅ Create + Edit + Delete pages, permission-gated
Expenses belong to a category	✅ ExpenseCategories resource (CRUD) + category select on the expense form
Test coverage	✅ 30 tests / 126 assertions passing (Modules/Expenses/Tests)

Remaining tails are tracked elsewhere:

• Receipt/file upload on expenses → [Expenses]: Upload receipt files (PDF/image) when creating an expense #272
• Expense reports → [Reports] Epic: Module Reports #506 (Reports epic)
• Import expenses → covered by the import/export work in PR [IP-85]: import export options all data #582 and its follow-up issues
• Tags beyond categories and inventory management were not pursued; open a fresh scoped issue if still wanted.

Yes, Inventory Management, Stock Management, Introducing User Groups, Introducing Tagging, things like that, all really good feature requests, but for V2

• Issue is moved to v2
• The Expenses feature already has been developed ✔️
• I've attached 2 old branches by users that made attempts at the Expenses Module

Planning Note — v2 Implementation

Great news: v2 already has an Expenses module! Modules/Expenses/ contains Expense, ExpenseCategory, and ExpenseItem models with full CRUD in the company panel.

What's already implemented:

• Create, edit, delete expenses with categories.
• Company-scoped (BelongsToCompany trait).
• Expense items (line items within an expense).

What's still pending (relevant to this request):

• Expense reporting / analytics (see also [Reports]: Reports module — v1 feature parity #145 Reports issue).
• Attaching receipts/documents to expenses (see [Core]: Upload all document types (not just images) #371 Upload all document types).
• Tagging expenses for category-based filtering.
• Converting expense items to invoice lines ("re-bill expenses to client").

Acceptance Criteria for remaining work:

• Expenses list has filters by: category, date range, status (reimbursed / pending).
• "Attach Receipt" upload action on each expense record.
• "Invoice this expense" action: creates a draft invoice with the expense items as invoice lines.
• Expense totals appear in the Reports section (see [Reports]: Reports module — v1 feature parity #145).
