Tmax scrolling is occasionally disabled

Tmax sometimes after a while in the session does not allow to scroll up / down and the scrolling bar disappears.
Though not allowing to view the chat history.

A fix for the alt-screen/full-screen-TUI side of this is up in #132.

Root cause (one manifestation): tmax''s xterm 5.5 viewport scroll-sync workarounds (wheelPreSyncHandler, wheelRecoveryHandler, wheelClampHandler, manualSyncHandler, syncBufferToScrollbar, and the jump-to-bottom arrow) ran unconditionally. When a full-screen TUI — notably Copilot CLI v1.0.61 with its new full-screen scrollbar — switches to the alternate buffer (no scrollback), those workarounds had nothing to do and could fight the app''s own scrollbar, so the scrollbar disappeared and wheel/scroll got stuck.

Fix (#132): gate every workaround on term.buffer.active.type === 'normal' so full-screen apps own their own scroll. Public-API only, +28 lines, with e2e coverage. Wheel→PTY forwarding is untouched.

Note: #132 covers the alt-screen case. If you also see this in a plain shell with scrollback (not a full-screen TUI), that points at the normal-buffer xterm 5.5 cache desync, which is tracked as follow-ups (xterm 6.0 upgrade + restoring onBinary wheel forwarding for default-encoded mouse after a split). If you can note whether it happens in a Copilot CLI / full-screen session vs. a plain shell when it recurs, that''ll confirm which path you''re hitting.
