Lo L2 - Standardize use of numpy in bootstrap and sputtering

Algorithm Description:

@greglucas pointed out that the Lo L2 boostrap and sputtering correction functions use a mix of xarray indexing, broadcasting, and where functions alongside numpy. It would be good to clean this code up to standardize on the use of numpy.
