Description of the issue

I purchased a new laptop. When I went to run tests I got "file not found" errors. Then I did this in the terminal:
python -c "from imap_processing.tests.conftest import _download_external_data; _download_external_data()"

And the tests worked. I am wondering if some configuration needs to be changed on my new laptop to download external data.
