Jeff McGeath pointed out that some makers of PCD implementations, including his own (Iatric), do not have assigned organization IDs for EUI-64 numbers from IEEE.
Since the main point is to identify sending systems uniquely and there are other ways accepted in the Technical Framework to do that, the IHE PCD Technical Committee should discuss what policy, and what clarifying language in the Technical Framework, would best meet the purposes and design goals of the group
