Issue

Narrative (second paragraph in this section) says "TLS 1.2 (or higher versions)...", while R1544 demands version 1.3.

Proposed Change

Resolve inconsistency between narrative and requirement. Probably by changing the narrative to mention TLS v1.3, not 1.2
